Evaluation and Preparation of Mixed Use Zoning Regulations with public outreach materials

  • Supports Master Plan Recommendations 1.1.1, 2.2.3, 4.1.3

  • The Route 109 corridor between Lovell’s Garden Center through Downtown Medfield (1.65 miles from Nebo Street area through North Meadows Road area) is ripe for better mixed use zoning regulations. Current mixed use zoning requires a special permit for up to two accessory residential dwelling units.

  • Ideally, this task also includes the conceptual design of a sidewalk interconnection between Shaws and Pound Street (~.5 mile)

Zoning Diagnostic

  • Supports Master Plan Recommendations 3.1.2, 3.1.4, 4.1.3, 4.2.1,4.2.3
  • Baseline zoning diagnostic and any associated reformatting prior to adopting more complicated zoning amendments.
  1. Task 1. Conduct an initial review of the existing Zoning Bylaw (ZBL), focusing on: structure and format, navigability, clarity, consistency, etc
  2. Task 2. Meet with Staff and members of the Planning Board and Zoning Board of Appeals, to seek comments on the existing ZBL
  3. Task 3. Conduct a group interview (remote) with local developers, engineers, attorneys, etc
  4. Task 4. Review Planning Board and Zoning Board of Appeals administrative rules and regulations
  5. Task 5. Review a sample of recent special permit and site plan review decisions
  6. Task 6. Prepare draft zoning diagnostic report
